is it possible to show an image stored in an image type column in access web app (the column is actually a varbinary in SQL azure) ?

PowerApps can’t be connected to Access Web App directly. As your image was stored in SQL Azure database, you could connect your App to SQL Azure database. Per my knowledge, PowerApps is not able to parse Varbinary, so in your SQL Azure database, you could use image’s path instead of using a varbinary to store your picture. Please have a try if it works.
