vertical horizontal gallery wrap - behaviour not what I expect

Here is a Vertical gallery with a wrap count of 3.

However, this looks like what I expect a Horizontal gallery would look like

Same behaviour with a horizontal gallery - with wrap count of 3, it wraps after 3 vertical items.

Why is it reversed ?  maybe something to do with my layout ?

I have found posts from others who were also confused as i am.  Looks like this behavior is by design.
