Thanks for reporting this. We have a fix in the works, but for now you should be able to get unblocked by opening a new tab at https://create.powerapps.com
If that still doesn't work, you may have to clear the cookies in your browser, then open a new tab again.

For troubleshooting the issue, you could reset IE settings. Go to IE->internet options->advanced tab->reset.
And switch to other account to check if it can work.
I am having issues trying to generate a new app as well. keep getting error "The data did not load correctly. Please try again". This happens for both SQL and CDM data sources. haven't tried other sources. Still having issues with existing apps not connecting to datasources as well. Have tried using Chrome, Edge and the Trusted Windows app all with same result.
