Our company updated from CDS1.0 to CDS for Apps about a month ago. Since that point, we have been unable to create any new entities or modify any old ones. I have the role of System Administrator for the environment so as far as I know I should be able to create/edit entities. Whenever I try to make a new entity I get the error, "
The entity could not be created: No response received." This issue has been going on since we upgraded a month ago.
Anyone have an idea of things potentially wrong that I can fix so that we can begin using these services again?

Do you mean that you could not create/edit entities within CDS after you upgraded your CDS?
Which license do you have for your PowerApps?
I have made a test on my side, and don't have the issue that you mentioned. Please check if you used proper account which has enough permission to sign in your PowerApps.
In addition, please also check if the license you owned for your PowerApps has been expired. Also please check if you have upgrade your CDS properly within your PowerApps. After you upgraded your CDS successfully, your Environment name would include "(Upgrade)" as below:
