I am currently in the process of researching PowerApps for my company and I was looking through the pricing guidelines and was curious when I found the graph below. 

 

What is the Common Data Service File and what does it effect?

Let me explain you Common Data Service.

This is a new database inside PowerApps.

You can securely store your business data in Common Data Service and build rich apps in PowerApps so that users can manage that data.

Common Data Service File Size means that how many data can be stored inside this database.

You could choose it according to your demands.

I suggest you kown more about CDS which is a really useful database when using PowerApps.
