You can invite external users into your tentant and assign them a license. Please refer to the link below as there are some feature limitations to be aware of.
With regards to your CDS storage, this is pooled at your Azure tenant level. You get storage based on number of licenses. You can purchase add-on storage capacity if you exceed this. You can find more info from the Power Apps licensing guide below.

Would it be possible to elaborate on the external user type. Is it a Power Apps portal user, Azure B2C, external user to CDS but within the organisation? As the previous post mentions, storage and user license are different even though you gain extra for each user license. Therefore, every user that requires access to CDS needs a valid license.
The application is based on sharepoint lists and database CDS . These are technicians on customer site who will enter their hours and details of their inspections by their phone with powerapps.
