Power Automate errors connecting to Azure DevOps....but only one one org?

Power Automate authenticates me properly to Azure DevOps for the connection object, but when using or creating flow it will only connect me to "most" of the Azure DevOps "orgs" I own.
The most important one, it fails. 
I pick the org from my list of orgs (it shows up in the drop down list...so I know authentication is working).
However, when it goes to populate the list of "Projects", it fails with:

 

TF400813: The user 'af76cf46-e990-6043-8b4c-f4e209f4b661' is not authorized to access this resource. \r\nAzure DevOps ActivityId: 8ab8b724-ee51-4eff-868d-39ba224c424d\r\nclientRequestId: 304f6c59-df46-40fe-a4f3-b44a1bec40c9

This is crazy. This occurs even if I delete the entire flow and connection and try again.
What is even stranger, is that this does NOT occur, if I pick at different org. With those, I can see the lists populate.
I am an org owner and collection admin user across all projects and orgs.  Why is the one org (the most important one I need) giving me this error during flow creation and during a run (when I force custom values in).??

The answer was that the "Allow 3rd Party OAuth" setting in Azure DevOps for just that organization, had somehow been turned off.

Do you still have the problem? I have tried several times but couldn't reproduce it.

It seems related to the Azure DevOps server. There is Azure DevOps community:

How about getting these Projects by sending HTTP requests?

https://docs.microsoft.com/en-us/rest/api/azure/devops/core/projects/get?view=azure-devops-rest-5.1

Yes...the problem still exists.
Only from Power Automate, and only one one ADO org. It throws a connection error when retrieving the list of projects.
Using the REST API, I have no problem getting the list of projects.
Again, I am an org admin.
