I built a Business Process Flow (BPF) application.
I connected to my environment using SQL Server Management Studio (SSMS) and I am able to see all the relevant tables -- the table for the custom business process, the table for the entity the BPF references and the other Dynamics tables.
I can query all the tables but when I query the "workflowlog" table with NO FILTER, I get zero (0) rows.
When I GET the API using https://my-org-detailsXXX.crm.dynamics.com/api/data/v9.0/workflowlogs I get all the records back in JSON.
Are there some additional permissions or settings needed to have workflowlogs appear via the TDS connection?

It looks to me like you are doing this correctly. Since you are able to collect the information via API there shouldn't be any reason you can't do the same through Power Automate. I would recommend opening a ticket with Microsoft Support on this. I'll include a link below if you would like to go down this route. Otherwise if any other communities members have any ideas feel free to chime in.

Connecting to Dataverse through PowerBI also does not return records.
