Issue is saving my app in CLOUD and in my Computer

PowerApps would not allow me to save to Cloud nor to computer, here are the screenshots of the error :

First it wont allow to save in Cloud, then i tried to save in my computer, and it now says, it is in use by another user,

which im fairly certain IS NOT. because the application is not yet LIVE.


So i tried to do a SAVE AS (a new name in my computer)  and again it will tell me the app is in use by another user

but of course we know it's not because im now trying to save it under a new name.


All of my work from last night i cannot save.  Again , i tried to redo the revisions i did today and tried to 

save again but still encountering SAME ERROR



HELP !!!.  I cannot  do anything.
