arewethereyet,
for PowerApps licensing we have 2 options that can apply.
Per App per Month and Per User per Month,
using RTW you can start with the "Per App per Month" and when you are ready to create many other applications with CDS and Power Automate then upgrade to the "Per User per Month"

Please review the licensing and connect with you MS account manager to get a better understanding on the licensing and get optimal recommendations for your company

Hope this helps!

@PMLIO So I have a $10 PowerApp license, but that was not enough. The connection to CDS is considered premium so it requires a PowerAutomate per user as well.

here is the Licensing documentation

So in order for this solution to work for someone who is not invested in the Office 365 platform requires:
1) Power App (per app) $10 or Power App (per user) $40
2) Power Automate $15
3) PowerBI Pro $9.99
Total (min) $34.99 or $64.99 per user per month.
We have E5 so the uplift is M365E5 = Need PowerApp per app\user
for other plans...
M365E1\E3 = Need PowerBI Pro + PowerApp per app\user
..and so on
@Anonymous so you currently don't have any Office 365 plans?
@Anonymous I see you mentioned PowerAutomate connects to CDS so that's a premium connector, hence needs PowerAutomate per user. This is even more confusing, so those with Office 365 bundles we still need to uplift to PowerAutomate + PowerApp per user plans. Effectively me with E5 need PowerApp per user + PowerAutomate per user to use this solution? Can Microsoft confirm?

Please connect to your Microsoft Account Manager and they will be able to clear the licensing needs with amount of seats and they will be able to give you better understanding and cost.
Licensing is not an easy conversation and need to handle with your account manager.

@PMLIO I have O365 plus PowerApp per user ($10 one) and that is not enough for the some of the flows to work. I don't understand why MS is not putting it into docs so that everyone has a clear understanding of the requirements. When we installed the app the first time our account manager followed all the docs for the licensing requirements based on which everything should be working, but after implementing and digging why some flows just don't work we realized that CDS is a premium connector not included in the standard PowerApp license
From the discussion here it sounds like the app uses CDS which requires premium connectors.
We have A3 licences so our users will require:
While I understand that licencing is complex is would be good to get confirmation that the above assumptions are correct.
Additionally the documentation should be updated to clear some of this up.
I installed in the default environment, should I be installing this solution into a new 'production' environment?
