I have my app connected to a SP list, with ability to add attachments. On samsung devices, users are able to attach from their photos without issue, however we don't even get the option for iPad/iPhone users (it only shows icloud drives like documents). Looking for clarity on the behavior differences with these devices, and workaround for apple users.
However, my ultimate question: what is the current definitive best practice to add pictures to a sharepoint list source with primarily iphone/ipad users, and display them within the app? I read through various posts but nothing seems definitive.
As of now this is a known issue for iOS phones. We are working to release an ehancement on this and will alert the community once we release.
It is true there are a vaiety of posts on this topic, and I think there are options to accomplish this, although none are ideal indepdently. We are working to improve this experience though, and to provide best practices and options that are easier to configure. The good news is that in the meantime, Flow has been a big help in managing the business requirements. There is even a template you can edit to meet your needs - screenshot shown below:
I will also post a video the first week of May showing how I have done this in the past.
Here are the links to my favorite posts on this topic today:

Thank you for your continued feedback and support,
Our team has logged this as a feature bug. We will make an annoucement when it is resolved. Unfortunately, I don't have a date estimate.
@sarafankit to comment on roadmap.
I had a similar need and used the workaround described in the link below. I had to tweak the code a bit in order for the workaround to work . With my changes, this has met my need to upload photos to a SharePoint list without the need to initiate a Flow.
