Azure SQL performance?

I have mutltiple apps hitting same Azure SQL instance. The largest table is 435 rows by 20 columns but most are much smaller. Today we had really bad performance on doing patch then refresh on tables. I looked at Azure console and we never got over 50% utilization. We are using the Basic tier. Since we aren't hitting the DTU cap I am not sure that switching to Standard tier will really improve anything? The app is running on iPads with no other apps running, these iPads are exclusively used for app. Doing one patch to a table was taking as much as 60 seconds today.
