Target vertical resolution for web player on PC?

I am curious what others do as far as resolution targeting for apps running in web browsers. The majority of machines I support app on are Window 10 with 1920x1080 screens. They are then running it in Chrome or Edge with web player. This usually exposes almost full width put height is reduced by start bar on bottom and browser tab / menu on top. Wondering how people target resolution in this case? On iPad it is easy since it is full screen and the resolution is doubled exactly but on PC it isn't as straightforward.

 

Also it causes the app scaling to not be 16x9 since the height is also affected by PowerApps banner across the top. Even if you put browser full screen the banner bar is still there. Just a different experience than app players.

You are right and I test on my side, the PowerApp banner bar is always there after choose full screen ->Fit to screen.
