2 way Forms between organisation and customer

Good evening 

 

I have a pdf form that I would like to evolve into a form created by us and then a response written in section 2 by the customer. 

i.e. We deliver analysis and advice, the form is sent to the customer. The customer then fills in their response and details of work carried out as a consequence to recommendations made. 

Can this be done? Or is the only way to do it, via the approval flow. 
I am not sure my boss is keen on that idea....

I feel like you might want to look into a Power Apps solution where the customer has read-only on your inputs and you provide them with input objects that they can write/complete. I created a Power App for a 'College Course Survey' where each instructor was responding to specific courseID but the instructors were viewing the details around the course [Course Name], [Location], etc. I learned the basics from @RezaDorrani 's YouTube playlist https://youtube.com/playlist?list=PLTyFh-qDKAiFUGTtwSwFT79Y7_jq_Aipe.

I think with these being external customers you'll be needing premium license(s).
