A non-SharePoint Cloud Flow:: When Event is created, how to send Form, then pause for Form submittal ?

For a Cloud Flow, is the following possible:

  1. when a Event is created
  2. Send Form Request
  3. Pause for Form Submittal 
  4. Flow Resumes

 

Seperate Flows would achieve above but involve more Resource and Maintenance:

  1. When Event is created:
    1. Send eMail to request user input via Microsoft Forms Link
    2. Update Excel Workbook with Event Properties
    3. Pause until Flagged by Flow 2 via Excel Workbook 
  2. When a new Response is submitted by Microsoft Forms
    1. Check Excel Workbook if this is from Flow 1 Above
    2. Update Excel Workbook with User Input from Forms
    3. Raise Flag (via Excel Workbook) for Flow 1 to Resume

 Is there a better practise ?
