API Request Limits - Pooled?

Are API request limits pooled within a tenant? I know it is x API requests per day, but is that number pooled between all the users in a tenant? So say 2000 requests (O365 attached license limit) * 10 users gives access to 20,000 API requests per day?

 

Or if a flow is a Team flow, does it pool those users request limits? Or does the request hit only the user who created the connections?

 

Have not been able to find any specifics on exactly HOW or WHEN API limits are impacted.

API capacity is tracked based on consumption at an individual user level, and the daily limits cannot be pooled at any other level.

From the article:

All the users of Microsoft Power Platform can use a certain number of requests based on the license they are assigned. The following table defines the number of requests a user can make in a 24-hour period:

Yes, I know the limits per license and per user. But are they pooled or not? With Power Apps, you get a certain amount of storage per user, but then it gets pooled at the tenant level. Is it a similar situation for Power Automate or not?
