API Request Limits - Pooled?

Are API request limits pooled within a tenant? I know it is x API requests per day, but is that number pooled between all the users in a tenant? So say 2000 requests (O365 attached license limit) * 10 users gives access to 20,000 API requests per day?

Or if a flow is a Team flow, does it pool those users request limits? Or does the request hit only the user who created the connections?

Have not been able to find any specifics on exactly HOW or WHEN API limits are impacted.

API capacity is tracked based on consumption at an individual user level, and the daily limits cannot be pooled at any other level.

Can you please have a look at  https://docs.microsoft.com/en-us/power-platform/admin/api-request-limits-allocations#microsoft-power...

From the article:

All the users of Microsoft Power Platform can use a certain number of requests based on the license they are assigned. The following table defines the number of requests a user can make in a 24-hour period:

MICROSOFT POWER PLATFORM REQUESTS ALLOCATIONS BASED ON LICENSESUser licensesNumber of API requests / 24 hours
Dynamics 365 Enterprise applications120,000
Dynamics 365 Professional 210,000
Dynamics 365 Team Member5,000
Power Apps per user plan5,000
Power Automate per user plan5,000
Office licenses (that include Power Apps/Power Automate)32,000
Application user / Non-interactive usersSee Non-licensed user section below

Yes, I know the limits per license and per user. But are they pooled or not? With Power Apps, you get a certain amount of storage per user, but then it gets pooled at the tenant level. Is it a similar situation for Power Automate or not?

For anyone facing issues with request limits, before buying too many capacity add-ons, you may want to check the design of your flows.

-If you are creating, updating, or deleting large numbers of SharePoint or Excel records in loops, one by one, review these resources:

SharePoint Batch Create: https://youtu.be/2dV7fI4GUYU

SharePoint Batch Update: https://youtu.be/l0NuYtXdcrQ

SharePoint Batch Delete: https://youtu.be/2ImkuGpEeoo

Excel Batch Actions

https://powerusers.microsoft.com/t5/Power-Automate-Cookbook/Batch-Create-Update-and-Upsert-Excel/td-...

-If you have any loops running many times that include conditionals, consider using two Filter array actions, one for the true case and one for the false case. This means instead of running a conditional for every record or every instance, the flow filters the data into a true batch and into a false batch in just 2 actions.

-If you have many frequent flows that require initializing many variables before the rest of the flow run, consider consolidating many of those variables into 1 or 2 actions like in this video: https://youtu.be/TCIr7Bc3Oko

-If you have flows that don’t need to trigger for every instance of a trigger event, use trigger conditions.

https://powerusers.microsoft.com/t5/Power-Automate-Community-Blog/Power-Automate-Trigger-Conditions-...

I cut more than half the actions per day used in my entire organization using more efficient flow techniques like these.
