I'm using Flow Approval workflow...expecting an Actionable Email to come but only the modern experience approval email comes. I have other Approval Flows where I do get an actionable email and they work fine. In testing, I found that if i do Not include Comments from my form in the flow, i get an Actionable email. When comments are included, i get the modern view email.
An Actionable Message approval is one that you can approve/reject the request directly inside the email in Outlook 2016.
The Modern View approval is the one where the contents are all centered justified (gross, how to change?) and when you click on the approve or reject button, you are taken to the Flow Approval Center website to confirm your choice.
Would love to be able to include the comments that are left for the 2nd or 3rd level approvers to see but if they are left, the user receives only the Modern View, making the process confusing to say the least.
Has anyone witnessed this?

UPDATE - I found that the Approval flow will not send an Actionable Message approvals when you have a Rich Text single/multi line column. I made it plain text and all worked fine.
