What procs the difference? i have some approvers that are able to approve in outlook, within the email, and other users who are directed to the approval center. Ideally I'd like all users to be able to approve within outlook. Thanks.

Do you mean that other users would be directed to the approval center to make a response when they click "Approve" or "Reject" button within Outlook email?
I have made a test on my side and I could make a response within email and complete the approval flow. The flow works successfully as below:
Please check if the other users update their Outlook client to the latest version, if not, please consider take a try to update their Outlook client to the latest version.
In addition, please check if the other users's Outlook client meets Outlook version requirements for actionable messages. Please ask other users to check if their Outlook client meets Outlook version requirements for actionable messages with following article:

I have found that if you are trying to pass through a Comments field in the Approval email, then you will only get the Modern View (approval center) email. When I have not included comments, I get the Actionable email where you can approve right inside the email itself. Ticket open with MS today.
I'm having the same issue. Is there a way to turn off the approval center so that users can approve directly from their email even if I have details in the approval?
I haven't found a way to do that... Sure would be a nice feature Microsoft (hint hint, wink wink).
