Approvals Sending Multiple Attachments from MS Forms Individually

Dear Experts,

I'd like to ask your help why my approval flow sends an email individually every file attachment.

To clearly explain, here's the scenario:

A. User 1, fills up the microsoft forms with 3 attachment files (attachment A, B and C) and submit.

B. System sends an email to approver for approval containing attachment A

C. After the response of the approver, system sends an email with attachment A and B

D. After the response of the approver, system sends an email with attachment A, B and C

My objective is, the system must send all the attachments for one approval only. I will appreciate any response.
