Are Flows Atomic?

I want to update one table based on a new entry made to another table. I see that this can be accomplished with an Automatic Flow, but does it guarantee that all its actions are atomic? Like if the flow fails halfway through for any reason at all, does it roll back any changes made to the database? If not, how do I make this operation atomic?

I just got a reply from someone on the Product group.  Batch and changesets are still being worked on, but should be released soon.

Flows are not automatically Atomic.  If a Flow is doing multiple updates it will not automatically roll them back if one fails.

So I see from this article and this one here that there's a Batch or Changeset action that became available in July, but I can't find it anywhere. Aside from these 2 articles, there's no other mention of this feature anywhere at all. Did that get pulled or it's just somewhere else? I'm very new to Flow and PowerApps.

I know the roadmap referenced in the article says these were to be general availability in July, 2019, but I don't think they have shipped yet.
