Assigning Per Flow license

A few months ago I purchased a bundle of 5 Per Flow licenses. The same evening I went into the admin center and assigned capacity for 2 as this was for a specific business need. The end user then applied these 2 licenses to his 2 flows. So my question is this: Since I haven't increased the capacity to consume the remaining 3 licenses, can users still select to change their flow to run on the Per Flow license and consume these remaining 3 licenses? It would appear to me that since I haven't increase the capacity that users could not consume these licenses. But what I am finding is that for me as a regular user (not the account I use for admin) I can change a flow to use the Per Flow license. Is there anyway to prevent users from consuming these licenses without discussing with me as the Power Platform admin first?

I don't have access to a tenant with that kind of license on-hand right at the moment to test this in etail, but I believe that the functionality you are referring to works in this exact way - which I could see why could be undesirable in your case.

 

The only way I can think of, is allocate the capacity right away in an off-peak time and then assign it right away to a Flow so that the capacity becomes unavailable for anyone else to assign to a Flow.

 

I could see however why this might be undesirable. If it really works like you're saying, it means that all users in organization could use the per-Flow plan on a Flow in a free-for-all that for some use cases, I could see why you would want only admins to do.

 

I recommend you make a support ticket in Power Platform Admin Center -> Help + Support  and just ask the question, to make sure something wasn't overlooked, such as potentially a way to restrict this specific functionality to admin only using a setting or configuration change in the Admin Center.

If they share something with you that works, ask if you can share it in this topic. If there is way, please share in this topic, as I'd like to know as well.

 

If there is really no way and you confirmed it with Microsoft Support, then try submitting it as an idea in Power Automate Ideas for it to be considered to be added as a feature.
