We have free plans, so we don't have access to team flows. If I provide a co-worker with the uri to one of my service flows, can she create a flow that calls it, even though both flows are located in our respective My Flows folders?

How would you create a flow1 to call another flow2?
If you create an item in your sharepoint list with flow1, and your flow2 with trigger when an item is created in the same sharepoint list, then when your flow1 runs, the flow2 would be called to run.

I tested it myself and found that yes, she can call my flows from her own. No intermediary list needed.
