May i know if there is a working solution to check if there is a running flow for an specific item? Can we check it using REST? Or do we have any alternative solution? I have a requirement to check for an existing flow running for an item, if there is a running flow then we will not allow another flow to run, else if there is none then we proceed.

If you want to check for an existing running flow for an item, I am afraid there is no direct way can do so.
If a flow is using SharePoint trigger “For a selected item”, we could know that there is a flow for the list on SharePoint site by selecting an item.
