Check if in a list there is a line for a specific person, and if not create it

Hello,
I have 2 Sharepoint lists: an "Note de Frais" list and a "Cagnotte" list. The "Note de Frais" list corresponds to the various expense reports of people in my company and the "Cagnotte" list corresponds to assistance of 300 euros every 3 years, which my company gives to each user who requests it, and that they can spend when they make expense claims to purchase computer equipment.

I would like to create a Power Automate flow that checks if for a person there is a Cagnotte in their name, and if there is no Cagnotte in their name, I would like a Cagnotte in their name to be created.
But I don't see how to do that at all.

@s44 I am not sure what action you are using, but in the error screenshot I can see the ID passed is equals to 0 and hence the error I guess.
