For efficiency and typo error, how to get External Contact to show in Suggested People?

You could add External Contacts as guest users and then you could find them in 'Suggested People' list.

please correct me if wrong, adding guest user is not intended for normal end-user, due to Admin Right ?

IMHO if External Contact is visible in Outlook Rule Editor, why add a extra step which require Admin Right before it become visible for Power Automate Flow Editor ?
