Connection reference : turn on flows automatically issue

Hi,

When I import the solution for the first time with connection reference into an another environment, all flows status are still showing as off.

After some hours I deleted above solution and imported the solution again but this time all flows status are tuned on.

Please let me know how to resolve this ?
