My PowerApp takes a picture and creates a blob via Flow. Recently, I ran into an issue with the 'Create Blob' action. The error reads "Bad Request: clientRequestId: ...". I tested on my own after a user reported the probelm, but was not able to replicate the error. Other than there being temporary connection issue, I am not able to figure out the cause. Is there an explanation/resolution to this error?

I'm sorry I also couldn't replicate this error.
The error code is shown to be 400, mostly due to a problem with the Action configuration.
You could try to update the connection, refresh the Access keys of Azure Storage Accounts, and then reconfigure the flow again.
