Creating Forms from new Excel Online rows

Is there any way I can Automate the creation of a Forms from a prebuild template, after creating a new row in excel online?

This will completely set up my entire environment.

I don't think that's possible.

You always need to create the Microsoft Form manually.

If you're creating a row in Excel, then I would supose the structure is always the same. Why not create one form and use that URL to send the link to your users.

Also there's no trigger in Power Automate that triggers when an Excel row is created, so you need to create a scheduled Power Automate and then check if there are new values.
