Creating a concurrent approval?

The first option is to create using an Approval action, however it will not meet the requirement of being able to send approvals to third party emails outside of Microsoft.

The second option is to send email with options, however, when the flow has started, it sends the emails to the approvers in a loop, and it requires the first approver to select an option (approve/reject) before the second email is sent to the next user.

What can be done to achieve the following?

    i) Concurrent sending of approvals to approvers

    ii) Can be sent to third party emails
