Do premium connectors require a Per User with RPA license? When I attempt to add a connector to a Flow, I get the following:
For context, I do have a Power Automate per user plan for Government subscription.

This turned out to be a licensing issue. Replacing the Power Automate per user plan for Government license with the Power Apps per user plan for Government - GLOBAL was what fixed it.

Yes, I'm trying to trigger sending an envelope from a SharePoint list item if that makes a difference.

I am in GCC, which is different than GCC High or DoD.
So, I've done more testing on this. It appears that I get the trial window whenever I try to add a new Premium connector. I will submit a ticket with Microsoft support. This may be an issue with my license since it was originally a P2 license.
