Does a guest is enabled to access to another Organ...

Dear All,

I tried to add a Guest into my organization Tenant A and convert him to be Member in AAD.

Then he has been assigned Power Automate License.

However he tried to click the invitation email and see nothing in Access Panel.

He is not able to access Power Automate Approval Page which is pending on his approval action.

Please advice.
