I have followed the steps set out here
But only the webpage containing the link gets downloaded.

It seems that the URI you are using does not point to CSV File you need to save.
If the URI you are using is indeed the link address of CSV file, you could access the file directly in the browser, but the URI you provided just opens a web page, not a file.
I did a test on my side, using a link address of the image as URI, I can use this method to save it.
Please make sure the URI is valid and try again.

I have pasted this link into the address bar of Chrome. This results in the csv file wanting to being downloaded.
If I run Flow with this link, once again the page containing the link is downloaded as a csv file.
Basically I am testing Flow for downloading (any) data, as a file, from this
The link that can be obtained does not seem to be the uri of this file, or the link address of the file.
I am looking into this issue again.
The link I supplied now does immediately goes to downloading a file. DownloadCSVFile
But I am unable to get the flow to work.
This is frustrating. Now (18 oct) the link does not work as expected.
