The flow menu is not showing in all SharePoint Lists and Libraries in our production tenant. The lists and libraries are configured to display in the modern experience. The flow menu is showing as expected in our development tenant.
We would like to build flows that can be triggered manually, but we need to solve this issue first.
I followed this post to disable/enable flow button and it works in development but has no impact in production.
Could you please share the screenshot of the SharePoint list that not display the Flow button?
How did the issue happen? I have tested on my side but not find the same issue.

Every list and library residing on production tenant is experiencing the same issue (Flow Menu not visible in modern experience). Can you let me know what SharePoint Admin center setting could be causing this undesired behavior.
The reason the flow and powerapps menus are not available in SharePoint lists and libraries using the modern experience is we are using the GCC and for some reason they are not available in GCC.
We found this out by calling Msft support.
