Flow Outlook and Containing SQL server report link

An outlook email reply in a flow contains a link to a report from sql server. I want the link to be based on the user sending an email with a reference number in the body of the email for a return link to a report and the flow will use this information from the body of the email to set the parameter for the report.

However, no matter what I try, upon receipt of the email the hyperlink received is broken, therefore the report will not run.

I want the hyperlink to be as:

http://servername/reportserver?%PROJECT%2FREPORT&Ref=(Email Body)

http://servername/reportserver?%PROJECT%2FREPORT&Ref=123
