I signed up for a trial for GCC back in April. At that time I was able to set up a flow with no issues. Just recently we converted our trial to a paid subscription for G3 and I am unable to create any flows. When I try and save the flow it tells me Unable to create the Common Data Service database in this environment.
I opened a ticket with support and they are telling me I need to purchase a flow/powerapps plan 1 or plan 2. Flow free is no longer available in GCC. Is this the case now?
I'm pretty sure Flow free is still available, but you need a P2 license to administer your environment or CDS. YOur trial license was a P2 license so you didn't have any issues with the trial. But at this point you will need one P2 license to administer your system and create the CDS database. If you want to use CDS going forward you will need P1 or P2 licenses for all the users since the free license can't access the CDS database.
You need a P2 license to administer the environment where the database is created. As long as you are creating Canvas apps and not using CDS you should be able to create apps without creating a database in the environment. But if you want a CDS database for some reason then you need a P2 to create it. You also need a P2 to create/run model drive apps (which use the CDS database) and to create new canvas apps that use the CDS database. Users will need a P1 if they want to use canvas apps that use CDS.
But as I said, you shouldn't need a CDS database to use the free licenses in Office 365.
@Pstork1 i think i figured out the issue. Approvals are not supported in GCC.
if i try and create a flow without approval it works fine.
That would make sense. Although Approvals use the CDS database behind the scenes its the one scenario I am aware of that doesn't require premium licensing. But if they aren't supported then it might try to create the database when you use them and you'll get the error.
I'm running into the same issue. We're currently evaluating whether we can move away from our 3rd party workflow tool with Flow, but this might be a deal breaker.
I don't think they can really give an update as to when this might be available considering how many different security standards groups they have to get approval from.
