No matter which Approval type you choose is Everyone must response or First one to response, as long as one of the Approver clicks Reject, the entire Approval process will end, which is the operating mechanism of Approval action.
Could you tell us the purpose for which you want to create such a loop?
Even if you use Do until to launch an Approval request again, the last Approval request has ended and there is no similar rollback mechanism.
It seems that Custom Responses is more suitable for your needs. You can define multiple options and choose "Wait for all responses". This way you can get all the results selected by Approver.
