Could you advise ?
I have an approval flow where files are being (by the original requester) sent to the flow executor and approved down the line. The original requester can not open that file while its being approved, but when its declined they need to make changes to it so i have used "Grant Access to an item or a folder" feature ,on decline, to use original requester email to grant them edit access. When they made their changes the file is then ready to be sent for approval and at this stage i want to take their permission off, but i genuinely cant find a way to do that without removing everyone's access (apart from owners obv) ?

Wouldn't the "Stop sharing an item or a folder" help you with this? It's more or less the inverse action of the one you're using "Grant Acess to an item or a folder".

I believe that removes all access to the file, only the owners can access it then, but the site has around 15 people who might need access to it.

Yes indeed, but that's the only way I see that you could block the access automatically in Power Automation. There's no way to remove just one like you're doing in the previous step.
Sorry for the bad news, but probably this could be a feature that the Microsoft team could add.

Is there a way to use an expression instead to grant the access back to the whole 365 group after removing ?

Like @v-alzhan-msft pointed out correctly, there isn't a way to achieve what you need.
