How do you compare table data to add a row in one

I am attempting to take an ID(that came from an outside api) from Accounts table and see if it equals the ID in Contacts table before adding a row to Contacts table. But it needs to apply each to both tables... on the apply each 2, it stops running the flow. How do I accomplish what I want here?


Additional info:
I am new to this, so may be going about my overall goal wrong. I want a client to be able to click the id in power bi from accounts table to then go to a view/bookmark in the contacts table that will have every contact related to that id. The contact table needed to only have the id values that accounts table has. 

Accounts table is bringing in data from an outside API (from a different flow and is completed). Contacts is also bringing in Data from an outside API(this is the flow). The only way to relate them is on this ID that is provided by both API's. I was trying to get the flow to bring in that data from the outside API, check the id vs accounts id, then add a row to the contacts table if they match.
