How to Share a manual flow with everyone in my tenant ?

Hi

Is there a way to Share my flow with Everyone on my tenant as a run-only user ?

My assumption is that this is a "For a selected item" Flow on a SharePoint list.  If so. then grant "everyone" contribute level access or higher to the SharePoint list.  Then, add the list as a Run only user.

It is not "For a selected Item" but for 

This is why i'm hoping Power automate can handle this without relaying on Sharepoint. Feels like basic rights management.
