How to add a <a href:""> correctly

I have a flow that follow a long process
almost at the end I have a "Send Email" that will send a custom respondes and details for a approval

the problema is, that i cannot manage to link or concat the approval responde link into a tag

Im using a compose to concate first the url rith the approval ID and the approval response

The that compose I added into a HTML format in the email with the "href"
<a href: 'Outputs' > <strong>Accept</strong></a>

i have tried single ' and double " and nothing happens

and in te email body the link is not added
