Please let me know which is the best forum to post this question, I'm sorry for the inconvenience, I don't know a better forum, but I do wish to later use this data on flow.
I have been trying to load the data of an excel file through:
In Internet Explorer: site > Settings icon > Add an app > Import Spreadsheet
But unfortunately I get an unexpected error...
Here I found a suggestion on what to do:
So I went ahead and made sure that the website is trusted and tried again, but still the same problem.
I have also tried to load this data through excel export, explained here:
I got this error saying that:
"Cannot connect to server at this time. Your list cannot be published"
I found a workaround on this website:
but this implies that I have to make the site public, but that is a big no no.
Are there any other ways to do this?

I just realized that the website I was using was not correct. I was using the link to a specific folder on sharepoint, instead of just using the website link.
I was using
https://xxxxx.sharepoint.com/projects/16091/SiteAssets/Forms
instead of
https://xxxxx.sharepoint.com/projects/16091/

If you want to import the data from the Excel table into the SharePoint list, you could use Get rows to get all the rows in the table, then configure Create item action to add the value of the corresponding field to the item.
This is the import operation of data that Flow can implement.
As for your mention of these problems, there is no way for me to rebuild here. It seems that there is no suitable method to solve it through Flow.
And the document I can find is almost the same as yours. I am afraid that I can't provide a suitable workaround to help you.

I think I may be getting lost from my real objective and I apologize again for this not being the correct forum for this question. I have posted it on:

Want I want to do is to be able to use the data from an excel file column in the drop down menu of a column on a sharepoint library, so that when the user is requested to fill this field, he has to choose from the options on the drop down menu.

Later on i'll be applying some flows to the documents, but these will not change the WBS value.
