How to trigger several "Send email with options" at same time?

When using "Send email with options", it will loop to another "apply to each" of email receiver until user choose the option for previous loop? It there any way I can trigger several "Send email with options" at same time?

You can click the "..." on the Apply to Each action, choose "Settings", and turn on "Concurency control"
