I need some clarification with Power Automate licensing

Hi all, please help with some clarity

When they say it's limited to 200 steps, what does Microsoft consider a step? this is very confusing, is it a run and if so what do they consider a run again? so, for example, my flow checks for incoming emails, and will only execute if an email has more than an attachment.
