UPDATE: The Import option has mysteriously reappeared.
What happened to the ability to import/export flows? The feature no longer appears in any of our environments or client environments????

They both still show in my tenant environments. What browser and license are you using for Flow? Also, what region are you located in?

Whether you are logged in to the PowerApps portal, try logging in to the MS Flow portal and viewing My Flow list.
