Initiate a flow based on setting / chaning AIP label

Is it possible to detect setting / changing AIP labeling. Ex when changing from the label "internal" to "archive" I want to send the document to another place ..

I dont believe that changing an AIP label can initiaite a Flow

the retention labels can since they will modify the item when updated

So a flow can trigger on item updates and you can check the retention label value

Is it possible to change the unified label based on the approval flow?

I have a requirement initially the document classified as highly sensitive and only a limited number of staff can open the document based on the classification rule. But when the approver approved the document I want to change the label to a lower level so the rest of the staff can open the document.
