Same error at my site (Norway)
Flow cant run, can't see them or edit them. Our system uses several flows and is now halting. :(.
Down in the UK here.
Looking at O365 admin status portal the service is listed as Healthy though so that needs sorting.
Down in Germany since about 11:30am aswell.

It's down here in Spain too. No error message, the Chrome browser tab just says Loading...

Some questions to consider:
1. When it comes back - will it trigger all the flows it missed while it was down?
2. If it doesn't trigger - how can we find the flows that didn't trigger - I wonder if they will appear as failed, or not appear at all.
Facing the same issue in London as well from about 10:30 am.
Got in touch with the support team and itseems this is an ongoing issue and they are currently working on it. But the support page still show the status as good.

Created support ticket, with promise of answer within 8 hours.
Finally status page updated 5 mins ago...

It doesn't even mention that all flows are inactive.

We know, but the status doesn't mention that Flows aren't even running. Which is a far bigger issue for all of us.

I've had to take my production PowerApps down. Since flows aren't working, buttons that patch to a datasource that combine flows aren't working.
