Licence implications for using solutions to handle ALM

Hello,

 

We are thinking of leveraging solutions to bundle and deploy our Canvas Apps and Flows (that use SharePoint connections) to multiple environments via Power platform build tools. Looks like solutions can be created only in environments that have CDS enabled. Does this mean that the users of the apps and flows need to be on a premium licence ? Or just the developer / app maker that needs premium licence ?

Just the maker who is creating artifacts in the solution.

 

Please note that in the default environment the solutions do not need any premium licensing.
