Licensing: Does a flow user need a P1/P2 license?

I have a need to author a flow that will be triggered by user input within a PowerApp.

The flow needs to contain a HTTP component to make rest api calls to the outside world.

 

As the author of the flow, I am currently on the P1 trial license, do the users of the powerapp also need to have a P1/P2 license too?

When a PowerApp triggers a Microsoft Flow , it would do so in the conext of the PowerApp logged in user

 

However, MSFT did state that you only need to be P1 licensed for the flow creator and anyone using the flow would not need to be licensed for P1
