Licensing and Flow runs

Let say we have 10,000 E3 licensed users but only 10 of them have a flow license assigned to their account by our admin.  I understand that all 10,000 users have a flow license available to them, but since we only assigned 10 to a group of users, would we still have 20,000,000 runs per month available or just 20,000?

According to your description, you are E3 licensed users. Therefore you still have 20,000,000 runs per month.

Specially: Flow runs included in the Office 365, Dynamics 365, Microsoft Flow Plan 1 and Plan 2 are pooled across all users in the company.
