Limitation of office 365 Outlook connector

based on this: https://docs.microsoft.com/en-us/connectors/office365/

I have several questions as below

1. If my email is synced from on-prem to Azure AD, is it can use the office365 outlook connector?

Noted: If I am the normal user who wants to create my own power automate flow.

2. I have an error like this, do I need some permission to connect office365 outlook connector?

Hi @mmchx 

the Office 365 Outlook connector is designed to enable automatism on your mailbox which needs to be an Exchange Online Mailbox. From your screenshot I would guess, that you/your company uses Exchange Server On Premise (like 2010, 2013, 2016, 2019). Even if your account is synced from AD to Azure AD, that does not mean, that your mailbox is also in the cloud (Exchange Online). 

You will find more information about this in the chapter "Known Issues and Limitations": Office 365 Outlook - Connectors | Microsoft Docs
As far as I know, there is no connector to connect to Exchange Server, there is an idea you can vote for: Connector to Exchange - Power Platform Community (microsoft.com)

Otherwise the only solution would be to migrate your mailbox to Exchange Online to use this connector, maybe another connector like "mail" could help you, if you just want to send an email.
